Annotation:

Introduction. The scientific novelty and significance of the ongoing scientific research lies in its focus on the development of the regulatory framework in terms of establishing and updating scientifically based technical requirements for ensuring fire safety of buildings and structures, aimed at guaranteeing the life and health of citizens without taking into account the risks of loss of property, which will create conditions for reducing the cost and timing of the creation of capital construction projects.

Aim. Development of recommendations for determining the fire resistance limits of building structures of buildings and structures of various classes of function al fire hazard, necessary to guarantee the life and health of citizens without taking into account the possible risks of property losses.

Materials and methods. An analysis of an array of results for calculating evacuation time and data from official statistical records of fires and their consequences in buildings of various classes of functional fire hazard was carried out.

Conclusions. Based on the analysis, an assessment is made of the possibility of changing approaches to the technical regulation of fire resistance requirements for buildings and structures, based on the conditions for ensuring the life and health of citizens without taking into account the risks of property loss, and factors influencing the use of this approach in the development of regulatory documents on fire safety are identified.
