In the modern world, the basic need of the population of any country is the availability of safe and comfortable living conditions, and the well-being of residents of the Republic of Kazakhstan has always been associated with ensuring housing affordability, especially for socially vulnerable segments of the population. To create the necessary conditions for population growth, it was necessary to build housing of at least 1 m² person/year. In the harsh climatic conditions of Kazakhstan, the construction of the necessary amount of housing was a factor determining the change in population, as well as the possibility of implementing major national projects. The restructuring of the 1990s, seething contradictions, population migration, the collapse of the construction industry and a drop in the rate of housing construction from 6.1 to 1.1 million m² per year led to a decrease in the population of Kazakhstan from 16.3 to 14.9 million people. To remedy this situation, the Ministry of Industry and New Technologies of the Republic of Kazakhstan was established in 2004, which has developed and consistently implemented five programs for the modernization of the construction industry, as well as increasing the volume of construction of commercial and social housing for low-income groups of the population for 16 years. For this purpose, several state funds have been created responsible for organizing and paying for the planned construction of social housing for low-income groups of the population. For the first time, the article provides analytical data on the experience of modernization of the construction industry and the construction of safe housing in the Republic of Kazakhstan.
